Yes, that looks like some kind of an allergy. Hydrocordisone cream you get from the drugstore should work, mixed with the bacon grease on the bottom lid should work.

HOLD THE OWNERS ACCOUNTABLE IF THEY CANT AFFORD THEM OR BREEDING WHEN THEY SHOULDN'T BE DEVELOP MORE STRICT LAWS AND FOLLOW THROUGH WITH THE PUNISHMENT AND THEN MAYBE THERE WOULDN'T BE A NEED TO DECISION OR HAVE THIS ISSUE.
